What is an AEO?

In consequence of the security problems resulting from the terrorism or drug trafficking at an international level, the authorities of many countries had settled the figure of the Authorised Economic Operator (AEO) in order to guarantee the security in the logistics chain of the production or handling of goods, as well as that of those persons directly related to international trade, instead of just collecting Customs duties. The AEO certification involves Customs, security, and protection simplifications.

This figure, is based in four principles:

• It unifies the in advance electronic information on goods.
• Each country follows a risk management approach to address security concerns.
• If requested by the customs authorities of the receiving country, the Customs authorities of the issuing country shall conduct exit inspections of high-risk containers and cargo.

What do you need to be an AEO?

To become an Authorised Economic Operator, you need to meet the following criteria:

• Compliance of the Customs and tax legislation.
• Demonstration of a high level of control on the operations and the flow of goods of the applicant, through a management system of commercial registers, and whenever is needed, of transport registers, allowing the correct conduct of Customs controls.
• Financial solvency, which shall be deemed to be credited where the applicant has a good financial standing, enabling to fulfil the commitments of the company, taking due account of the characteristics of the type of economic activity concerned.
• An appropriate level of professional qualifications directly related to the activity that is carried out.
